Tax Refund Stores in Korea: How to Give International Visitors Clear Guidance
For a shop serving international visitors, clear tax-refund information can help customers plan a purchase. Someone comparing businesses on Google Maps may want to know what “Tax Free” means before deciding where to go.
It is a statement that needs checking first. Confirm the store's designation, eligible goods and refund system, then make sure staff can explain the passport and receipt requirements.
At BlinkAd, we recommend reviewing the counter signs, staff phrases, profile photographs and review replies together. Staff instructions should match the service shown on the sign.
Tax refund shopping and duty free shopping are different
Customers may use the terms loosely, but staff should distinguish the three arrangements:
- Duty free: qualifying goods are sold under a duty-free arrangement without the relevant taxes being added to the retail price.
- Tax refund: eligible shoppers buy qualifying goods at a tax-inclusive price and follow the required process to receive a refund.
- Immediate tax refund: where the conditions are met, the qualifying tax amount is deducted at purchase through a participating store's system.
The Korea Tourism Organization distinguishes duty free and tax refund shopping in its visitor guidance. Describe the arrangement your shop actually offers, rather than calling every tax-refund retailer a duty-free shop.
Key conditions to check in 2026
Article 5 of Korea's special tax regulations for foreign tourists provides for a store-designation application to the competent tax office. Under Article 6, the immediate-refund conditions include a tax-inclusive transaction value below KRW 1 million and a total value of immediate-refund purchases no greater than KRW 5 million since the tourist entered Korea. The latter is not a cap on every type of spending during the trip.
The minimum qualifying purchase was lowered from KRW 30,000 to KRW 15,000 with effect from January 1, 2024. These thresholds do not establish eligibility on their own. The visitor's status, goods, export and documentation requirements also matter. For example, the tourism organization's merchandise guidance covers eligible visitors taking new, unused goods out of Korea within three months of purchase. Confirm the applicable process with the tax office or refund operator before introducing the service.
- Confirm the store's required designation.
- Check the business's VAT status, including any applicable simplified-taxpayer restrictions.
- Identify which goods qualify.
- Confirm that the required receipt and electronic sales documentation can be issued.
- Make sure staff can explain passport checks and the applicable refund steps.
Restaurants and cafés need to distinguish meals from exported goods
Serving international customers does not automatically make a restaurant or café eligible to advertise a tourist merchandise tax refund. Food and drinks consumed on the premises are different from qualifying goods taken out of the country. Check the actual sale and applicable rules before displaying an acceptance statement.
For retail businesses selling cosmetics, clothing, souvenirs, general goods, eyewear, pharmacy products or packaged Korean food, an eligible-goods refund may be relevant. The business type alone does not make every item eligible; confirm the particular goods and store arrangement.
Medical treatment and beauty procedures may fall under separate rules. Do not apply this merchandise-refund checklist to a procedure or advertise a refund without checking its current tax treatment.
Use short, accurate in-store signs
Put the essential information where a customer can read it before paying: at the entrance, counter or relevant product display. For an eligible participating store, examples include:
- Tax refund available for eligible purchases.
- Please present your passport before payment.
- Please keep your tax refund receipt.
- Eligibility depends on the item, purchase amount and traveler requirements.
- Please ask our staff before paying.
Avoid “10% refund guaranteed.” The actual refund depends on the eligible purchase, applicable tax and any authorized processing deductions. Explain the offer your system can provide rather than promising a fixed percentage of the shelf price.
Show practical information in Google Maps photographs
For customers researching a visit on Maps, useful photographs can explain the purchase process before they reach the shop.
- The actual Tax Free or payment sign at the entrance.
- The passport reminder at the counter.
- A relevant display of eligible products.
- A readable English menu or product-information sign, where relevant.
- The card-payment and tax-refund guidance displayed together.
Show the information clearly. Keep real passports, customer receipts and personal details out of public photographs, and update the signs if eligibility or the service changes.
Prepare staff phrases in advance
Different explanations from different staff members can cause confusion. A few short phrases, used only where they match the actual purchase and refund route, are more useful than an improvised explanation:
- Do you need a tax refund receipt?
- Please show your passport before payment.
- This item qualifies for a tax refund.
- This item may not qualify for a tax refund.
- Please keep this receipt until you leave Korea.
- If further steps are required, please follow the receipt instructions for the designated airport counter or refund kiosk.
Give the customer the refund operator's instructions for the process that applies to their purchase. An immediate refund and a later airport refund are different processes; staff should not tell a customer to claim the same refund twice.
Respond to tax-refund questions in reviews
If a review mentions Tax Free, a refund, a receipt or a passport, acknowledge the point briefly. Other visitors may read the reply when checking how the shop works. For example:
- Thank you for visiting. We're glad the tax-refund guidance was helpful.
- Thank you for your review. Please ask our staff before paying so we can explain the applicable tax-refund process.
- We're sorry the instructions were confusing. We'll review the guidance with our team.
Use a reply that reflects what happened and what you will actually do. Handle private purchase and passport information through an appropriate private channel.
Common mistakes
- Displaying a Tax Free sticker when staff cannot explain the service.
- Failing to distinguish eligible and ineligible purchases.
- Showing no useful tax-refund guidance in profile photographs.
- Overstating the refund amount.
- Advertising a refund for a restaurant or café transaction before confirming eligibility.
- Leaving a relevant customer question unanswered in review replies.
Check the service first, prepare the signs and staff guidance, then reflect the verified information on the profile.
A tax-refund guidance checklist
- We have confirmed whether the store needs and holds the required designation.
- We have identified qualifying and non-qualifying goods.
- Staff know when a passport must be presented.
- We can explain the receipt or refund-document process.
- Short English instructions are visible at the counter and entrance.
- Profile photographs show the actual tax-refund guidance.
- We have agreed on accurate English staff phrases.
- Our wording does not overstate the amount customers will receive.
What BlinkAd recommends
Once eligibility is established, the communication needs attention too. A customer can become confused if the profile photographs, reviews, counter signs and staff explanations give different impressions.
Help visitors understand the next step before they pay: whether their purchase qualifies, when to show a passport and which receipt to keep. That gives the customer a clearer idea of what to do at checkout and afterward.
Frequently asked questions
Can every store offer a tourist tax refund?
No. Store designation, the goods, the buyer and the applicable refund process all need checking. Having international customers does not make the store automatically eligible.
Can a restaurant or café put up a tax-refund sign?
Do not assume that ordinary food or drink consumed on site qualifies under the tourist merchandise scheme. If the business also sells goods for export, confirm the particular sale and requirements before advertising a refund.
Can we describe the store as Tax Free on Google Maps?
Give accurate information about an actual service the store is eligible to offer, subject to the platform's rules. Wording such as “tax refund available for eligible purchases” makes the conditions clearer than an unconditional promise.
What should we explain first?
Tell the customer whether the purchase is eligible, whether a passport is needed before payment and which receipt or instructions to keep. Follow the operator's actual process.
Need help making the information clearer?
If you are unsure how to organize tax-refund information, payment options, English signs, profile photographs or review replies, contact BlinkAd. We can review what international customers see. The tax office or refund operator should confirm the store's eligibility and tax procedures.
